Early Warnings for All (EW4All) initiative

At the High-Level International Conference on Glaciers' Preservation in Dushanbe, Tajikistan, in May 2025, a key thematic session focused on “Glacial-related Hazards and Disaster Risk Reduction”, organized by the United Nations Office for Disaster Risk Reduction (UNDRR), the World Meteorological Organization (WMO), and the Government of Switzerland.

Experts warned that glacier-related disasters, such as glacial lake outburst floods (GLOFs) and other floods, avalanches, and ice collapses are intensifying due to climate change, threatening communities in mountainous regions.

The session spotlighted the urgency of the UN’s “Early Warnings for All” (EW4All) initiative, aiming for global early warning coverage by 2027, especially in vulnerable, resource-limited areas. Effective early warning systems (EWS) require real-time glacier monitoring and long-term vulnerability data, supported by political and financial commitment.

Officials, including Tajikistan’s Deputy Prime Minister Sulaimon Ziyozoda and WMO Secretary-General Prof. Celeste Saulo, stressed data-sharing and international cooperation. The session aligned with the Sendai Framework for Disaster Risk Reduction 2015–2030 and the Sustainable Development Goals (SDGs), calling for stronger risk governance, public awareness, and cross-border EWS collaboration to safeguard glacier-fed communities.
