The guidance aims to accelerate efforts toward Sustainable Development Goal (SDG) 3, which calls for ensuring healthy lives and promoting well-being for all by 2030. Achieving this target requires an estimated US$371 billion annually, including the construction of 415,000 new health facilities in low- and middle-income countries.

The guidance highlights the urgent need for improved infrastructure, as 1 billion people globally rely on healthcare facilities without safely managed water, sanitation and hygiene (WASH), contributing to millions of preventable infections every year.

The report emphasizes a participatory, integrated approach that ensures no one is left behind. Drawing on case studies from Brazil, Malawi, Rwanda and Uganda, it provides practical solutions for developing health infrastructure that upholds dignity, privacy, and inclusivity while addressing the challenges faced by healthcare systems worldwide.
