Task Force on Capacity Development of Water operators

 Water operators provide approximately 90% of water and sanitation services worldwide. They play an essential role in the achievement of the Millennium Development Goals and the realization of the Human Right to Water and Sanitation. It is therefore crucial to support utilities' capacity to improve the quality and the efficiency of their services.
Within the UN-Water family, there are a wealth of open-source products and resources – publications, toolkits, experiences, training courses, knowledge – that deserve to be put more directly at the disposition of operators. This would strengthen water operators' capacities, especially in poor countries and in regions with a lack of systematic exchange of know-how and expertise.
To this end, a Task Force has been proposed by the UN-Water Special Programme, the Global Water Operators' Partnerships Alliance (GWOPA) of UN-HABITAT. The Task Force will not create something new as much as it will consolidate and capitalize upon UN-Water Members and Partners work by providing a one-stop-shop for water utilities. In this sense, it will build upon the progress of all UN-Water members in developing resources and activities that serve this common purpose.
The Task Force's work is a direct contribution to the water and sanitation targets of the Millennium Development Goals (MDGs), the UNGA Resolution 64/292 on the Human Right to Water and Sanitation, as well as the UN International Year on Water Cooperation 2013.
Activities
The Task Force will start by mapping out existing work and then gather the resources under a single entry-point platform. It will also identify gaps and needs for development of additional materials and resources at the regional level before developing adapted training material. It will then disseminate the information through partners and networks with the aim that they in turn share it. Finally, it will showcase best practices and case studies in international fora.
The main products that the Task Force aims to develop are:
- A tool box comprising materials, guidelines, case studies and other resources for the capacity development of water operators;
- A point source for events and training activities to support the capacity development for water operators (and developing specific training modules based on gaps and needs identified by the members of the Task Force);
- An operational platform where partners and beneficiary water operators will be connected to facilitate the exchange of experiences, lessons learnt, etc.
- A strengthened network of water operators.
